If they have the technology to place you in smurf queue, they also have the technology to place a Season 9 diamond player in Platinum to begin with, but they instead place you in silver, give you that dopamine +28 LP per each win, and -6lp per each loss.

If they were to make you play 10 games against silver-gold players, and have you be promoted to plat-diamond after winning 10 games in a row, many players would most likely stop playing ranked and just happily enjoy their rank. Riot knows that players are more likely to spend money the longer then spent playing League, more games required to reach true rank = more time spent playing. They can detect that you are a smurf or a returning player after 1 game, but choose to place you in a queue with smurfs/returning players over giving you a roughly appropriate rank. The only reason smurf queue exists is because Riot wants You to play more games. I wrote this before in a long post but it got burried. These days, if you're a Bronze or Silver player, the Smurfs you're likeliest to see will have like a 90-100% winrate on all of their smurf champs, with like a 2% winrate on Zilean or something. Now, people who really want to stomp low will buy demoted accounts that can never get smurf queued: things like 5% winrate Iron 4 accounts. Since then I either run placements for gold, or push plat 4 and quit the game. Next season I finally had decent placements and I hit plat again. Thanks to that I got stuck in smurf queue limbo in mid silver again for a good 50 games, after which I got gold and quit again. Next season, because I never managed to get out of gold my placements start went from silver 1 to bronze 1, where I went 3-7, where in 6 matches my team had at least 1 afk. I never hit plat that season, didn't have energy to grind 100+ games to get past that shithole so I just quit playing League.

When they introduced smurf queue, my main since season 2 (plat 2 end of season, d4 promos peak in preseason) got stuck in a fucking smurf queue limbo and I spent rest of the season playing in mid-gold vs people with 70-90% wr in 50 games that constantly shat on me in lane, while my team flamed me for being trash. This is the main reason why I barely play League anymore.
